Abstract:
Project performance objectives be developed by the Project Team and include:
Activities to be undertaken by whom and when. what is hoped to accomplish by means of each activity. How much of each activity can be achieved in a given time frame. Defined responsibilities for each team Member including top and middle level project managers. The project should be developed in stages, each phase of which is designed to produce definite achievements and where alternate strategies are developed for unplanned contingencies. Budget management control according to defined procedures must be rigorously followed. The Project Leader, while delegating authority, must exercise firm control with awareness, action and responsibility in directing people according to detailed management principles. Techniques for developing Team morale must be established, including a sustained manpower development program. An effective monitoring and evaluation system should be implemented to continually assess technical, fiscal and socio-economic performance and/or achievements. Information flow systems appropriate to different audiences must convey clear and concise messages with dispatch.
