dc.description.abstract |
The summary above has concentrated on the key recommendations made by the review Committee, including those put forward by the ISNAR report (with due modifications for practical feasibility, wherever necessary).
It is conceded that these recommendations, including those proposed by ISNAR and endorsed by the present Committee, might only have mechanical results in terms of institutions and the will of the people are the necessary concomitants for extensive development of science and technology. Indeed, mothing short of a ledership with the commitment and vision mecessary to invigorate the increasingly moribund NARS is likely to deliver successful results.Even so, implementation of the proposed changes will falter, unless these are firmly backed by the political will of the Government. Similar reforms in agricultural research systems in other countries have been successful because of the existence of such support and political will.
Comparable determination and commitment is also called for from the leaders and policy-makers of Bangladesh today. |
